MINUTES:  Town Board Meeting, October 24, 2017

  1. Call to Order: 7:00 pm
  2. Pledge of Allegiance
  3. Roll Call: Present:  Virgil Gentz, Ken Monson, Ron Kammerzelt
  4. Minutes of the September 26, 2017 TBM: Motion to approve made by Ron Kammerzelt; Second, Ken Monson; Passed 3- 0.
  5. Treasurer’s Report: Motion to approve made by Ken Monson; Second, Ron Kammerzelt; Passed 3 – 0.
  6. Citizen Comments:

A resident asked what the Closed Session was about and was answered that the Board took action to advertise for the Town Clerk-Treasurer position as Beverly is retiring on December 31, 2017.

  1. Supervisor Comments:

Ron Kammerzelt:  Payne & Dolan is ready to pave 213th as soon as weather permits.

Ken Monson:  There is a small leak in the apparatus room and he is working on it.

Virgil Gentz attended a LRIP meeting at the County Center to discuss funding for road improvements.  He also attended a 4-H awards program.

Paris will host a Council of Governments meeting on Saturday, October 28, 2017.

  1. Fire & Rescue:

Chief Roland Iwen was absent.

  1. Planning Commission:

John Holloway reported there are two solar power companies looking for potential sites in Paris.  Hopefully, representatives will be available for the next TBM.

This is Jamie’s last meeting for the Town of Paris as he has taken a new career opportunity.  The Town Board and the Planning Commission wish him well.

  1. Foth Proposal: US45 / STH 142 Redevelopment Plan with Market Analysis.

The Smart Growth Plan has identified this intersection as potential development.

With the adoption of the IGA, this corner is likely to become a commercial node.  A comprehensive plan is necessary to prevent piece-meal development and provide potential developers with guidelines.  A plan and guidelines are usually necessary for a developer to secure a loan or a franchise opportunity.  The DOT also wants to know the long range plans for the intersection.  The DOT has provided John with parameters to work with and he feels the DOT will honor them.

The plan Foth is proposing will look at traffic patterns, accessibility on 142 and 45, DOT requirements for frontage roads and access roads, and market conditions.  The study area will be divided into four quadrants.  Each quadrant can be developed separately or not at all.  The total cost of the Foth study will be $22,200.  The study will take an estimated four to five months to complete.

Board members would like to know how Paris can be reimbursed for the cost of the study and actual work done.  The proposal from Foth was accepted with plans to revisit it in the future.

10b. For Discussion Only:  DRAFT of an Ordinance to Create Chapter 13 of the Code of Ordinances for the Town of Paris, Kenosha County, Wisconsin relating to Land Divisions and a related DRAFT documents entitled:  12.26-4 PUD Planned Unit Development Overlay District.

A copy is on the website.

Town of Paris cannot adopt this Ordinance until Kenosha County adopts the PUD.  Kenosha County is unable to give us a timeframe on this.

Special Election union Grove High School District:  November 7, 2017.  Resolution authorizing general obligation bonds not to exceed $7,850,000.

Budget Hearing:  November 15, 2017 at 7:00 pm.

Town Board Meeting:  November 28, 2017; December 19, 2017.

Closed for Thanksgiving:  Friday, November 24, 2017.
